    Description

    The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified 8(a) Certified concerns that may be interested in and capable of performing the work described herein and in the attached DRAFT Statement of Work (SOW) to establish an on-going document management services (DMS) contract in support of NHTSA’s Office of Rulemaking for the Corporate Average Fuel Economy (CAFE) program.

    NHTSA welcomes all qualified certified 8(a) concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below and in the attached Draft SOW. Prior to consideration of soliciting on the open market, the government will conduct market research to identify those qualified 8(a) concerns on GSA Multiple Award Schedule (MAS)  which are listed under NAICS Category: 541611 Administrative Management and General Management Consulting Services.  NHTSA may; however later on issue a Request for Proposals (RFP).  However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice.

    BACKGROUND:

    The National Highway Traffic Safety Administration (NHTSA) sets safety and fuel economy standards for motor vehicles in the United States through the rulemaking process. NHTSA has a broad regulatory portfolio to advance the agency’s mission. NHTSA’s mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs.  The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel.  In addition to its safety mission, NHTSA develops and administers CAFE standards for passenger cars and light-duty (LD) trucks and Fuel Efficiency (FE) standards for Medium-Duty (MD) and Heavy-Duty (HD) engines and vehicles. 

    To support its mission NHTSA continuously gathers information about current and future technologies that may be employed to meet future fuel economy. fuel efficiency, and vehicle safety standards. Performance information is used a inform future rule making efforts. Gathered information on technology performance and cost is used to create reasonable inputs for NHTSA’s Analysis, which consists of a family of models designed to estimate the effects of potential future rulemaking actions.

    OBJECTIVE:

    The objective of this task is to establish a DMS contract that will support rulemaking actions by the NHTSA Office of Rulemaking. The services will include responsibilities such as establishing document management policies and procedures to effectively, efficiently, and rigorously manage document creation, storage, sharing, generating redline and clean versions, and maintaining version control. This task will include working with regulatory development teams who will be creating and sending documents, providing access to documents on a real time basis, troubleshooting any issues related to access to different versions of the documents, formatting, or other issues that may arise during rulemaking activities, etc.

    Please see the attached Draft SOW that provides further details into the requirements that will need to be supplied in support of DMS for the CAFE Program.


    Format of Corporate Capabilities Statement:

    Any interested qualified certified 8(a) firms should submit their Corporate Capability Statement, which demonstrates the firm’s ability and past experience in no more than 10 pages to perform the key requirements described above and in the attached Draft SOW.  Corporate Capability Statements should be sent to the identified NHTSA point of contact listed on the SSN.  

    Any proprietary information should be marked as such. All respondents are asked to certify that the type and size of their business organization is in-line with the requirements of this SSN and must be received no later than 10 calendar days from the date of publication or by the closing date of this notice.

    To facilitate a timely and comprehensive review of all submitted responses, firms should respond using the following format:

    General Information

    1. Company name, address, point of contact name, telephone, and email address.
    2. Unique Entity ID (UEI) Number and Commercial and Government Entity (CAGE) Code.
    3. If applicable, potential proposed teaming arrangements to include business size and classification of prime and subcontractors.
    4. GSA Federal Supply Schedule (FSS) Number (FSS must include NAICS code 541611 – Administrative Management and General Management Consulting Services
    5. Identify contracts your company has been awarded under NAICS code: 541611 – Administrative Management and General Management Consulting Services


    Technical Capability:

    1. Provide a brief synopsis to support the firm’s ability to perform the objective, scope and Draft SOW.  Identify each task element and provide information to support the firm’s experience, staffing and overall ability to perform.
    2. Evidence of experience and past performance should include contracts/task orders from the past three (3) years similar in scope to this requirement.
    3. Examples must include contract numbers, project titles, dollar amounts, periods of performance, and Government points of contact (telephone numbers or email addresses).
    4. Any data on previous contracts/task orders on personnel retention and succession planning.

    1. Indicate if your firm will submit a proposal if a Request for Proposal (RFP) is issued, and if your firm’s interest is for Prime contracting, teaming agreement or Joint Venture.
