    The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, with the expertise, capabilities, and experience to successfully provide Donor Kidney Facilitation Services.

    The Defense Health Agency Contracting Activity (DHACA) on behalf of Walter Reed National Military Medical Center (WRNMMC) desires to procure Organ Transplant Services in support of the Department of Surgery at WRNMMC. This requirement is for the acquisition of kidney donor facilitation services in paired kidney donation/exchanges organized by the incumbent, between WRNMMC and the non-profit organization Alliance for Paired Kidney Donation (APKD).

    Scope of Work:

    • The contractor is responsible for negotiating an agreement between WRNMMC and the Alliance for Paired Kidney Donation (APKD).
    • The contractor is responsible for providing computerized match runs to find paired exchange matches and coordinate between medical centers to facilitate kidney transplant exchanges
    • The contractor will offer the capability of cross-matching incompatible donor-recipient pairs with other member center patients in need of a kidney transplant with compatible living donors

    Contractors Shall Provide:

    • Access to a secure website for entering necessary information for Incompatible Pairs and/or Non-directed Donors that come to Hospital through its transplant program.
    • Identification of possible matches for Incompatible Pairs and/or Non-directed Donors.
    • Coordination services for Kidney Paired Donation pairs from identification through completion of transplants.
    • Arranging for collection of applicable SAC and payment of Covered Expenses in accordance with Section 5 when appropriate billing and approval procedures have been followed.

    Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.  We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.

    This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future

    This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to the sources sought notice.  The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.  Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.
