INTRODUCTION

ACC-APG, Tobyhanna Division is issuing this source sought synopsis as a means of conducting market research to identify potential sources having an interest and the required systems, expertise, capabilities, and experience to support door and dock repair at Tobyhanna Army Depot, Tobyhanna, PA 18466.

The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this source sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered.  Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

BACKGROUND

Tobyhanna Army Depot (TYAD) requires repair services for overhead doors, dock equipment, and their closely associated components located at Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466.  Period of performance will be one year with the Government having the option to extend the term of the contract for an additional four (4) years.

TECHNICAL DESCRIPTION

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary in performing all operations in connection with the repair of doors and docks located at TYAD. TYAD has approximately five hundred (500) overhead doors, one hundred fifty (150) roll up doors, eighty (80) sliding doors, forty (40) high speed doors, and one (1) bi-fold hangar door. There are approximately ninety-five (95) pieces of dock equipment consisting of dock locks, dock levelers, dock shelters, dock bumpers, etc.

ELIGIBILITY

The applicable NAICS code for this requirement is 238290 with a Small Business Size Standard of $22,000,000. The Product Service Code (PSC) is Z1EB.

SUBMISSION DETAILS

Interested businesses should submit a brief capabilities statement package (no more than ten pages, font no smaller than 10 point) demonstrating ability to provide the services listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.

Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, in either Microsoft Word or Portable Document Format (PDF), via email jessica.l.mchugh.civ@army.mil  no later than 12:00 p.m. EST on 17 March 2026 and reference this synopsis number, PAN 032541, in the subject line of the e-mail and on all enclosed documents.
