Sources Sought/Request for Information (RFI) Project Title: Dorm Internet Services Issuing Office: AFMC AFTC/PZIOA Contracting office 1.0 Introduction and Purpose Edwards AFB Contracting office is conducting market research to identify parties having an interest in and the resources to support a requirement for high-speed broadband internet services to a dormitory environment. This project will encompass a minimum of 400 individual rooms. The provided internet service must meet or exceed the Federal Communications Commission's (FCC) current broadband speed benchmarks. Additionally, and authority to operate (ATO) is required. Disclaimer: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. A response to this RFI is not an offer and cannot be accepted by the Government to form a binding contract. The Government is not liable for any costs associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Vendors are encouraged to respond to this sources sought notice, as responses will be used to 1) define the final requirement and 2) develop the acquisition strategy, which may include potential small business set-asides. 2.0 Background The project requires the installation and management of a broadband internet infrastructure to service a large dormitory complex. The network must be capable of providing reliable, high-speed internet to each of the 400 rooms. A key consideration for this project is the presence of existing telecommunications infrastructure within the buildings, installed by another commercial provider. Respondents should address the opportunities and challenges this presents, including the potential for using, upgrading, or replacing the current wiring. 3.0 Respondent Information Please provide the following administrative information for your company: Company Name CAGE Code SAM Unique Entity ID (UEI) Small Business Status Under NAICS 517111 CMMC Compliance Level Point of Contact (POC) Name POC Title POC Phone Number POC Email 4.0 Questions for Industry Please provide detailed and comprehensive answers to the following questions to help us fully understand your capabilities and recommendations. 4.1 Corporate Experience • Describe your company's experience providing broadband internet services to multi dwelling units (MDUs) such as dormitories, hotels, or apartment complexes of a similar scale (400 rooms). • Provide at least two examples of past projects of similar scope and complexity, including the services provided and the outcomes. 4.2 Technical Approach • Describe your proposed technical solution for delivering broadband service that meets or exceeds the FCC's benchmark of 100 Mbps download and 20 Mbps upload speeds to each room. • What are the advantages and disadvantages of providing access via individual in-room access points versus a shared access point model for a dormitory environment. • What are the infrastructure requirements for your proposed solution, including but not limited to cabling, network hardware, and any necessary construction? • Provide a welcome page for end-users to accept user terms and manage their own profiles. • How would you propose to offer tiered speed upgrades for individual users who may require faster speeds for activities such as online gaming? Describe the technical implementation and the proposed billing/management model. 4.3 Existing Infrastructure and Transition • Describe your process for transitioning service from an incumbent provider. Specifically, how do you manage the switchover to prevent or minimize a lapse in internet service for residents? What should residents expect during the transition period? • What is your approach to assessing existing in-building wiring (e.g., coaxial, Cat5/6 Ethernet, fiber) to determine if it can support modern, high-speed services? • If the existing wiring is deemed insufficient, what is your proposed solution for a "rip and replace" of the infrastructure? Provide a high-level overview of this process and the expected impact. • Are you familiar with technologies that can deliver high-speed internet over existing coaxial or telephone wiring (e.g., MoCA, G.hn)? If so, describe a scenario where you might propose using such technology. 4.4 Cost and Pricing Note: Any cost data provided will be used to formulate the Government's budgetary estimate only and is not contractually obligating to the vendor. • Provide a Rough Order of Magnitude (ROM) cost estimate for the complete installation of the required infrastructure, considering both a "rip and replace" scenario and a scenario where existing wiring is leveraged. • What is the estimated monthly cost per room or per user for the baseline service that meets the FCC's broadband speed benchmark? • Please provide a sample pricing structure for individual speed upgrades, including different tiers and associated costs. 4.5 Project Management and Risk • What is a realistic timeline for the completion of the infrastructure installation, from contract award to full operational capability? • What do you identify as the primary risks associated with this project, and what are your proposed mitigation strategies? 5.0 Submission Instructions Interested parties are requested to submit their responses to this RFI in writing to the Edwards AFB Contracting office via email to Tammie Umsted @tammie.umsted@us.af.mil, and Simone Kelly-Stofik @simone.kelly-stofik@us.af.mil, by the response date of 13 April 2026 3:00pm PST.
