    PURPOSE:  This notice is about a draft solicitation only, which is available at GSA eBuy (Request ID: RFQ1780365). All information provided in the attachments and herein, including dates, is tentative and subject to change. The Government reserves the right to revise the requirement, amend or cancel the draft solicitation in its entirety, and is under no obligation to award a contract as a result of the announcement. The Government anticipates formally releasing the solicitation on or about mid-October 2025 in GSA eBuy, but this timeframe is not guaranteed and may be adjusted at the Government's discretion. Responses to the draft solicitation are for planning purposes only and will be used to inform the Government's acquisition strategy.

    The draft solicitation is also issued to provide vendors with preliminary requirements and specifications to prepare their offers. Vendors are encouraged to review the draft solicitation closely to ensure readiness for submissions if a solicitation is released. Submission of feedback or comments does NOT constitute an offer and will NOT result in an award.

    The Blanket Purchase Agreement (BPA) through U.S. General Services Administration Multiple Award Schedule Program for Traveler Processing and Vetting Software (TPVS) 2.0 will provide critical technology services support to multiple U.S. Customs and Border Protection (CBP) strategic initiatives. TPVS 2.0 BPA will provide the full range of life cycle services for the CBP, Passenger Systems Program Directorate TPVS suite of software applications and related specialized equipment via BPA task orders. BPA task orders may utilize hybrid contract types, such as time-and-material and firm fixed price.
