    Description

    The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Dredging at Cape Cod Canal and Sandwich Beaches for the Shore Damage Mitigation Project, located in Sandwich, Massachusetts. This procurement is an Unrestricted Invitation for Bid (IFB). The NAICS code for the work is 237990 with a size standard of $37M. Construction is expected to take approximately 5 months to complete. The estimated construction cost is $5,000,000 to $10,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. This project will require hydraulically dredging about 320,300 CY of sand within the established footprint of the nearshore Scussett Beach Borrow Area (SBBA) to a maximum elevation of -18 feet Mean Lower Low Water (MLLW). The material dredged from the SBBA will be pumped directly onto the beach via an estimated length of approximately 9,000 feet of hydraulic pipeline. Crossing the Canal with the hydraulic pipeline will be required between the SBBA and Town Neck Beach. Within the limits of the Canal the top of pipeline must be submerged at all times to depths equal to or greater than -38 feet MLLW and bottom of pipeline continuously resting on the ocean floor. Dredged material that is pumped directly onto Town Neck Beach will be spread, shaped, and graded to meet the beach’s required beach berm and dune profile. Under this contract the successful offeror will be required to provide the equipment (i.e., hydraulic pipeline dredge plant, booster pump(s), pipeline weights, and heavy equipment) and materials required for the removal of material from the aforementioned SBBA and for the placement of dredged materials onto Town Neck Beach including both publicly and privately owned properties. The anticipated dredging window for the project is from October 1, 2024 – March 15, 2025. It is anticipated that a production rate (i.e. dredging and placement of dredged material) of 110,000 cubic yards per month will need to be achieved to complete the work within the designated dredging window. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about June 10, 2024. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to view the solicitation offerors must access the System of Award Management website (www.sam.gov). To download the solicitation, offerors must access the Procurement Integrated Enterprise Environment (https://piee.eb.mil/), solicitation module.  Amendments, if any, to the solicitation will be made available at the PIEE website.  Registrants are responsible for the accuracy of the information on the SAM.gov Registration List.
