    Amendment 2

    This amendment is issued in response to request for clarification.

    Please see the following for the question and answer:

    SPEC states:

    3.1.5 Cofferdam repairs. The Contractor must fabricate and install a cofferdam in accordance with UWSH S0600-AA-PRO-160, and as follows:

    3.1.5.1 Prior to cofferdam installation, provide the KO with individual diver certification documentation that each diver is trained and experienced in accordance with UWSH S0600-AA-PRO-160, Appendix E.

    3.1.5.2 Maintain double-valve protection (two boundaries) using two of the following:

    • Sea chest valve
    • Internal blank-off
    • External cofferdam, patch or plug

    3.1.5.3 For sea valve maintenance, notify the COR at least 24 hours prior to removing the sea valve. Install an external patch and an internal gasketed blank immediately after the sea valve is removed.

    3.1.5.4 After all work is complete, turn over fabricated cofferdam(s) to the Coast Guard Property Administrator for disposition.

    Question: Can you clarify the purpose for the cofferdam installation and divers? Is the intent for the work to take place while the vessel is in the water? Or can it be performed when the vessel is hauled out, thus eliminating the need for a cofferdam and divers?  

    Answer: This work specifically deals with any work that takes place in waterside. In the event post-repair after launching the vessel and prior to post sea trials before delivering the asset. There is truly no need for cofferdams as the KTR can haul the vessel back out of the water if they choose to.

    This amendment is issued in response to request for clarification. The amendment is to revise the JCP registration requirements for Work Item 25: Standard Hoses, Renew only. All other JCP registration requirements/ bid submittal for this solicitation remain unchanged.

    QUESTION: WORK ITEM 25: Standard Hoses, Renew, on the Class C vessel there is no

    hose log, has no prints, publications, or references listed.

    ANSWER:  This asset (C-Classes) are unique! So unique that currently, the CG does not have any prints, drawings, or references related to the hoses on the 47 MLB C-Classes. It is highly recommended any contractor wishing to submit a proposal to request a site visit through Timothy.Tolliver@uscg.mil. Please include the Contract Specialist on all correspondence. This is to ensure the accuracy of the hose quantities for bidding purposes. The closing date remains unchanged.
