Updates to Instructions to Offerors (Addendum to FAR 52.212-1): Page Limits: Clarifies that Key Personnel resumes are included in the Volume II page count, whereas signed Letters of Commitment are excluded. Price Proposal: Incorporates a labor rate breakdown for TSCA Technical Writing Support (0.25 FTE) in the newly added Table 3 of the pricing spreadsheet. Cybersecurity: Requires the submission of 10-digit CMMC Unique Identifiers (UIDs) and a verbatim CMMC affirmation statement in Volume I. The deadline for receipt of proposals is Monday, June 15, 2026, at 10:00 AM MDT. All other terms and conditions remain unchanged. SUMMARY OF PREVIOUS AMENDMENTS: Amendment 0004: Extended proposal due date to June 15, 2026. Formally incorporated FAR 52.240-93 and DFARS 252.204-7012, 7021, 7025, and 7997. Added Technical Exhibits 6, 7, and 8. Increased Volume I limit to 25 pages and Volume II to 35 pages. Clarified that a full Quality Control Plan is a post-award deliverable. Amendment 0003: Extended Q&A deadline. Clarified Key Personnel qualifications for Alternate Project Manager. Corrected PWS numbering (re-inserted PWS 5.10). Updated PWS 5.16 for Title V compliance. BASE SOLICITATION OVERVIEW: The Mission and Installation Contracting Command (MICC) - Dugway Proving Ground (DPG) has a requirement for comprehensive Environmental Support Services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to operate the DPG Central Hazardous Waste Storage Facility (CHWSF) and manage hazardous, non-regulated, and decontaminated chemical agent-related waste streams. Additionally, the Contractor shall execute regulatory compliance support to ensure DPG operates in accordance with its RCRA Part B Permit, Clean Air Act (CAA) Title V Permit, and English Village Landfill Permit. ACQUISITION STRATEGY & SET-ASIDE This requirement is being solicited as a 100% Total Small Business Set-Aside utilizing commercial procedures under FAR Part 12 and negotiated procedures under FAR Part 15. NAICS Code: 562112 (Hazardous Waste Collection) Size Standard: $47.0 Million Contract Type: Single-Award, Firm-Fixed-Price (FFP) Period of Performance: One (1) month Phase-In, eleven (11) month Base Period, and four (4) 12-month Option Periods. Source Selection: Lowest Price Technically Acceptable (LPTA). PROPOSAL SUBMISSION DEADLINE Proposals are due no later than 10:00 AM MDT on Monday, 15 June 2026. Proposals shall be submitted electronically via email to amy.m.eilerts.civ@army.mil in accordance with the Addendum to FAR 52.212-1 (Instructions to Offerors) contained in the solicitation.
