This is a SOLICITATION NOTICE for the Solicitation 75H701-25-R-00064 Duplex Construction at Pine Ridge, Kyle, and Wanblee a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS).

The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.

SCOPE OF WORK:

This procurement involves constructing pre-designed duplexes at several locations, specifically in Pine Ridge, Kyle, and Wanblee. The Indian Health Service has leased the land required to build housing to accommodate the hospital and health centers' staffing needs. A comprehensive design has been completed for all locations, covering civil, electrical, mechanical, plumbing, architectural, and fire protection aspects.

LOCATION OF PROJECT: All work shall be performed near the following:

Pine Ridge Hospital: 1 Highway 18, Pine Ridge, SD 57770

Kyle Health Center: 1000 Health Ctr Rd., Kyle, SD 57752

Wanblee Health Center: 210 1st St., Wanblee, SD 57577

PERIOD OF PERFORMANCE: Period of Performance is 730 calendar days from date of notice of proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000, in accordance with FAR 36.204(f).

SITE VISIT: A site visit will be held on 13 August 2025 at 10:00AM MST. Attendees shall meet at Pine Ridge Hospital first. See section L. for further details.

CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.

This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Trade Off evaluation criteria.

This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act under North American Industry Classification System (NAICS) code 236116, New Multifamily Housing Construction (except For-Sale Builders).
