A sole source acquisition will be procured under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Northrop Grumman Corporation is the sole designer, developer, and manufacturer of the Second-generation Anti-jam Tactical Ultra High Frequency (UHF) Radio for North Atlantic Treaty Organization (NATO) (SATURN) capability along with the Secure Tactical Communication – Interoperability Specification (STaC-IS) capability into the E-2D Advanced Hawkeye (AHE) aircraft and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified within the required timeframe. This notice of intent is not a request for competitive proposals.
