E-CONTROL SYSTEMS SOFTWARE SERVICES

This is a notification of an award of a sole source procurement under NAICS code 541519: Other Computer Related Services.   This industry includes businesses primarily engaged in providing computer-related services that are not classified elsewhere, such as custom programming, systems integration design, or facilities management.  This will be awarded to E-Control Systems, Inc. The The E-Control Systems FusionLive platform is currently utilized by the Hopi Health Care Center and Phoenix Indian Medical Center for temperature and humidity monitoring of critical assets. The FusionLive platform is installed on a virtual machine and the secure internal server is managed by the Phoenix Area Office IT team. The IntelliSense Gateway operates on the secure 802.11 b/g/n WiFi Standard and 802.15.4 ZigBee standards in accordance with IHS network security requirements. The E-Control Systems hardware is designed and manufactured in accordance with International Organization for Standardization (ISO) standards 9001 (Quality), 17025 (Calibration), and 27001 (Security). The FusionLive software is proprietary and protected by copyright laws and international copyright treaties as well as other intellectual property laws and treaties. This software is licensed, not sold. E-Control Systems is the only certified source providing licenses and software updates and upgrades necessary to support the operation of the FusionLive temperature and humidity monitoring system. E-Control Systems, Inc is the only source identified that provides the experience and resources necessary to fulfill all maintenance, calibration, software support service requirements in accordance with Original Equipment Manufacturers Requirements. Services provided by a third-party, non-authorized dealer may potentially void active warranties and fail OEM requirements resulting in non-compliant equipment.

If you can provide the services requested, all responsible sources may submit a capability statement, which shall be considered by the Agency and may be e-mailed to Marilyn.Duran@ihs.gov referencing notice number SS-25-PHX-051 by 12:00pm PST, 22 August 2025.  A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response.  The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.  Any organization responding to this notice should ensure that its response is for the potential requirement and may lead to the development of a solicitation.  Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5.  However, responses to this notice will not be considered adequate responses to a solicitation.  No proprietary, classified, confidential, or sensitive information should be included in your response.  The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
