    The Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control and Communications Program Office (PMA-271), intends to enter into sole source negotiations and subsequently award a Firm Fixed Price (FFP) Task Order (TO) to Rockwell Collins, DBA Collins Aerospace Government Systems Division (Collins Aerospace), CAGE 13499, against under Basic Ordering Agreement (BOA) N0001924G0017 for the flushing and inspection of the Collins’s Very Low Frequency (VLF) High Power Transmit System (HPTS) Dual Trailing Wire Assembly (DTWA) on the E-6B aircraft. The anticipated period of performance is 12 months from the anticipated contract award date of 30 November 2025. The authority permitting other than full and open competition is provided by U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source. This action is a follow-on to a previously awarded order to Rockwell Collins for the same services and Rockwell Collins is the only vendor that is able to perform this scope of work based on contract number N0001921F0019. A Sources Sought Notice for the subject requirement was issued under the BOA on 02 November 2023 and closed on 17 November 2023. Based on the information presented above and the results of the Sources Sought Notice, other than full and open competition was determined to be utilized. The NAVAIR Office of Small Business Programs concurred with the determination. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation for such will not be issued. However, the Government will consider all capability statements, proposals, or quotations received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this effort is solely within the discretion of the Government.
