    This Special Notice of Intent to Award is NOT a request for competitive proposals, nor is it a solicitation or request for offers/quotations. No solicitation package is available and no requests will be honored. Only one responsible source, and no other supplies or services, will satisfy agency requirements.

    In accordance with FAR 19.1406, sole source awards to service-disabled veteran-owned small business (SDVOSB) concerns, Westover Air Reserve Base (439 CONF) intends to offer a sole source award to Government Contracting Services LLC for the current ECC VESS Relocation requirement.  See associated attachment, Single Source Justification, for full details.

    There are no known SDVOSB concerns that can satisfy this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

    A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing interests and capability information will be provided.
