The 700th Contracting Squadron (700 CONS) at Ramstein Air Base, Germany is contemplating an award for a Firm-Fixed Price contract to perform Education Center Test Proctor services from 29 September 2025 through 28 September 2029. The Scope of Work is defined in the attached Statement of Work (SOW). This is a commercial service purchase using Federal Acquisition Regulation (FAR) part 12 and part 13 procedures. The following information, as required per FAR 12.603(c) applies.

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number FA561325Q0012 is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, effective 17 January 2025, Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice 17 January 2025, and the Department of the Air Force Federal Acquisition Circular 2024-1016, effective 16 October 2024. 

(iv) This acquisition is being solicited as unrestricted via SAM.gov under North American Industry Classification System (NAICS) code 611710, Educational Support Services. The Product Service Code (PSC) is U002, Education/Training – Personnel Testing.
