    INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build construction project #581-22-700, EHRM Construct Infrastructure Upgrades at the Hershel "Woody" Williams Veterans Affairs Medical Center (HWVAMC) located at 1540 Spring Valley Drive. Huntington, West Virginia 25704. PROJECT DESCRIPTION Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work to upgrade and improve the Electronic Health Record Modernization (EHRM) infrastructure of the Hershel “Woody” Williams Veteran Affairs Medical Center (HWVAMC) campus in Huntington, West Virginia as part of the ongoing national VA EHRM initiative. This report shall detail the initial site investigation findings and further define the intended scope of work for campus improvements, including, but not limited to upgrades to fiber runs to and within buildings listed in the scope of work; primary and backup power distribution; individual Telecommunications Room (TR) locations and a data center expansion for the campus. Work includes general construction, alterations, roads, walks, grading, drainage, necessary removal of existing structures and construction and certain other items. ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the lowest price technically acceptable (LPTA) procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in mid-March 2026. The period of performance is approximately 690 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
