NASA/GSFC intends to increase the ceiling on a sole source basis to acquire the services from Science Systems Applications, Inc. (SSAI). NASA/GSFC intends to increase the contract ceiling by $44M to allow for the continuation of mission critical services under the ESES III contract through June 9, 2024. This is a Cost-Plus-Award-Fee (CPAF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC18C0120. The rationale supporting this sole source award to SSAI is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements and is based on the nature of the work to be performed, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Sarah Odom (Sarah.C.Odom@nasa.gov) not later than 4 PM EST on December 1, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
