ELECTRONIC SECURITY SYSTEM (ESS) TO INCLUDE INTRUSION DETECTION SYSTEM (IDS), CLOSED-CIRCUIT TELEVISION (CCTV), AND ACCESS CONTROL SYSTEM (ACS) FOR DYESS AFB B21 MISSION PLANNING FACILITY

SUBJECT: This notice is market research to support inclusion of sole source (brand name) specification for Electronic Security System (ESS) in Solicitation W9126G26R17E4 entitled, FY26 Dyess AFB B21 Mission Planning Facility and other construction projects that will be executed at Dyess Air Force Base, Abilene, Texas from FY25 through FY31. THIS IS NOT A REQUEST FOR PROPOSAL.

The U.S. Army Corps of Engineers Fort Worth District, Texas intends to specify the below listed items as part of the construction contracts to be executed on Dyess Air Force Base, Texas from FY25 through FY31. A determination by the Government to not compete this requirement, for the specific item listed below, based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements - Application for brand name descriptions.”

Electronic Security System (ESS) to include Intrusion Detection System (IDS), Closed-Circuit Television (CCTV), and Access Control System (ACS).

1. (NAICS 561621) – Electronic Security System Services (ESS) to include Intrusion Detection System (IDS), Closed-Circuit Television (CCTV), and Access Control System (ACS) - We are to provide IDS, ACS to the entire facility. This facility will be monitored at multiple locations, throughout Dyess AFB. Each existing location utilizes Vindicator ACS and IDS as Vindicator support facilities. All facilities constructed in the base will need to seamlessly tie into the existing systems without the use of interfaces. This particular brand will also be the IDS control/hardware head end system. IDS panels will be Vindicator equipment. Other ancillary devices including motion detectors, keypads, power supplies, etc. will be specifications.

THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. No solicitation will be available as the sole source item will be incorporated into the specifications of the Solicitation for FY26 Dyess AFB B21 Mission Planning Facility and other large construction projects that will be executed at Dyess AFB, Abilene, Texas from FY25 through FY31.

SUBMISSION REQUIREMENTS:

Vendors who offer potential products/sources that meet the same functional requirements/specifications as the Honeywell Vindicator Electronic Security System are invited to respond to this notice. Responses must include the following information:

1. Identification of the manufacturer’s name, address, and country of product manufacture.
2. Fully detailed specification sheets.
3. Narrative addressing how your product meets the salient features listed above.
