The description of work below is a draft, for initial planning purposes only. A final Scope of Work to include plans and drawings will be provided with the formal solicitation.
Anticipated Description of Work:
This project calls for the construction of an Electronic Services Section (ESS) Building (approximately 9,000 sqft.) to replace the previous facility that was destroyed by a tornado in late 2023. Primary facilities of the project include the ESS building, site security improvements, and reconfiguring the associated vehicle use area. The buildings will be of permanent construction with reinforced concrete foundations; concrete floor slabs; reinforced concrete or masonry walls; low slope or sloped roof; heating, ventilation, and air conditioning (HVAC); and plumbing, mechanical, security and electrical systems. Accessibility for the disabled will be provided. Anti-Terrorism/Force Protection (AT/FP) and physical security measures will be incorporated into the design. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Code (UFC 1- 200-02) including energy efficiencies, building envelope and integrated building systems performance. The project scope also includes demolition and disposal of existing slab and foundations on site.
Project Site:
The proposed ESS Control Building will be located on approximately the same location and footprint as the previous building within the Rockland Area Campus in Hendersonville, TN. The project site generally slopes southward to the river with a steep drop in grade just south of the building site down to the river itself. The ESS building will be located on the site of the existing building and raised several feet for better alignment with the parking area and to facilitate surface storm water drainage design around the building. Utilities are readily accessible from the site. Water, electric and sanitary sewer are all located along Overlook Circle. There is no gas utility on this site. Water and sanitary sewer service are provided by Hendersonville. Electric service is provided by the adjacent power plant. The site work will include of repair and possible expansion of the adjacent Personal Owned Vehicle (POV) parking. POV lot will provide standard spaces and handicap accessible spaces to accommodate a 24/7 operation. An existing, damaged security gate will need to be replaced or repaired to proper function. Additional pavement will be repaired expanded to accommodate a drop off area at the rear of the building. There is a known issue with the water service line to accommodate the new structure and meet current requirements that may require the installation of a new 6” line.
