Pre-Award Synopsis. The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a contract to General Atomics (GA), San Diego, CA. This contract is for the procurement of Engineering Change Proposals (ECPs) Electromagnetic Aircraft Launch System (EMALS) Development ECP-I-EMALS-0059 EMALS Catapult Status Dashboard (CSD) and ECP-I-EMALS-0060 EMALS Maintenance Laptop. These ECPs will develop and implement Electromagnetic Aircraft Launch System (EMALS) ECPs that are required to maintain and sustain system availability objectives on the Ford Class Carriers. This contract will support two EMALS ECPs that have already been fielded via Interim Launch and Recovery Change (ILRC) on CVN 78. The contract will formally document and baseline the two ECPs under the EMALS configuration. The contract will facilitate needed Non-Recurring Engineering (NRE), procedure validation/verification and software/hardware testing associated with the two ECPs. The anticipated contract award date is May 2026 with performance through 30 December 2029, to include options. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S. Code 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer and manufacturer of EMALS, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill the EMALS requirements and award to another source would result in duplication of costs and unacceptable delays in fulfilling the agencys requirements. Further, NAVAIR does not have an adequate technical data package suitable for a competitive procurement of the support required.
