The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) is statutorily responsible for the care and placement of Unaccompanied Alien Children (UAC) referred by the Department of Homeland Security (DHS). Pursuant to the Homeland Security Act of 2002 and the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2008, ORR must accept custody of referred UAC within 72 hours of apprehension and provide for their care pending release to an appropriate sponsor or other disposition.
The Contractor will be expected to design, establish, operate, maintain, and support Emergency Intake Facility (EIF) campuses and associated wrap-around services on a nationwide basis, scalable to meet fluctuating Unaccompanied Alien Children (UAC) referral volumes.
