    Description

    The Rapid Capabilities and Critical Technologies Office (RCCTO) announces the Enduring-High Energy Laser (E-HEL) Industry Day. This notification serves as a notification for the event. The RCCTO mission is to rapidly and efficiently research, develop, prototype, test, evaluate, procure, transition and field critical enabling technologies and capabilities that address immediate, near-term and mid-term threats.

    The purpose of this Industry Day will be to provide an overview of the E-HEL production requirement and gauge industry’s capabilities and interest in participating in the anticipated E-HEL production effort in FY26. This Industry Day Announcement does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future nor does it commit the Government to establish a contract for any supply or service whatsoever. The USG does not intend to award a contract on the basis of this Special Notice or to otherwise pay for the information requested. Further, the RCCTO is not seeking proposals, nor will it accept proposals.  This Special Notice is issued for the purpose of informing Industry regarding future contracting plans and soliciting feedback. All costs associated with responding to this announcement or attending the Industry Day will be solely at the respondent/attendee’s expense. Participation in E-HEL Production or any other future RCCTO transaction or procurement opportunity is not contingent upon attending this Industry Day.

    The Industry Day is to be held at Intuitive Research and Technology Corporation, 5030 Bradford Drive, Building 2, Suite 205 in Huntsville, AL 35805 on 30 September 2025 from 0900-1200 Central Standard Time, with doors opening at 0815.

    In order to attend the Industry Day Event, interested participants must RSVP via email to usarmy.pentagon.hqda-rccto.list.e-hel-contracts@army.mil no later than 1700 CST, Tuesday, September 23, 2025; the USG will not accept registrations after that date – there will be no walk-ins or unregistered visitors allowed. The email subject line shall state “RSVP E-HEL Industry Day Event”. Companies must provide the name and information of no more than three (3) personnel per company (inclusive of Business Units); Commercial and Government Entity (CAGE) Code; identify intent to participate as either prime, subcontractor, or joint venture.

    An email confirmation will be sent by RCCTO verifying successful receipt of registration along with a detailed industry day agenda including the industry day schedule, maps, and directions. Receipt of registration documents does not guarantee clearance to attend this event.

    Personal electronic devices, to include but not limited to cameras, cell phones, smart watches/fitness trackers, photographic equipment, recording devices, wireless headphones, thumb drives, and computer drives are prohibited from being brought into the facility. Visitors are reminded that all bags and packages brought into the facilities are subject to inspection at all times by access control personnel. Attendees should arrive at  Intuitive at 0815 on the day of the event to ensure time for check-in  prior to the start of the event.

    In order to promote an informative and successful conference, attendance is by registration – only those with a confirmed registration by this office will be permitted to attend. No meals or beverages will be provided at the event. The Industry Day will be at the Controlled Unclassified Information (CUI) level. A list of all attendees and questions with answers will be published along with the briefing slides after Industry Day.

    Request for Information:

    RCCTO will issue a Request for Information (RFI) to include a draft Statement of Work (SOW) on sam.gov prior to the Industry Day. The draft SOW is subject to significant change and should not be considered final.
