    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” in conjunction with FAR Subpart 19.14, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested, and a written solicitation document will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2025-06 (eff. 10/01/2025) FAR Deviation NOV 2025 (eff. 11/19/2025) VAAR DEVIATION APR 2025 (eff. 04/01/2025), VAAM Alert 26-01 (eff. 10/01/2025), and Acquisition Policy Flash 26-23 eff. 11/19/2025). Contractors are required to be actively registered in the System for Award Management (SAM) as a SDVOSB. Vendor quote may be considered non-compliant and rejected if the Contracting Officer is unable to verify registration and certification status. The Michael E. DeBakey VA Medical Center (MEDVAMC) 2002 Holcombe Blvd, Houston, Texas 77030 is seeking to upgrade its Chapel Audio/Visual (AV) System. This solicitation is a Service-Disabled Veteran Owned Small Business set-aside.
