    The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Norfolk VA intends to award a to award a Firm Fixed Price (FFP), Sole Source direct award to JFL Consulting, LLC for Precise Time and Astrometry (PTA) Enterprise systems security capable of meeting the agency’s requirements, collect, develop, and analyze transport and, Supervisory Control and Data Acquisition (SCADA) data for cyber security and readiness with hardware meeting the requirements. Additionally, United States Naval Observatory (USNO) requires the developing and maintaining cyber security monitoring infrastructure in order to perform cyber screening, incident detection and response, and risk assessments in support of USNO.  THIS NOTICE IS NOT A REQUEST FOR COMPETIVE QUOTATIONS.  A request for proposal will be available for download on or about 26 March 2026 under RFP number N62285250000 at the following website: beta.sam.gov.

    This action will be solicited as a Sole Source under FAR Part 12 “Acquisition of Commercial Items,” using Contracting by Negotiation Procedures FAR Part 15 procedures, as supplemented with the additional information included in this notice.  This action will result in a firm fixed-price award type contract for PTA Enterprise systems security capable of meeting the agency’s requirements, collect, develop, and analyze transport and, SCADA data for cyber security and readiness with hardware and support services.   

    Service location is United States Naval Observatory (USNO), 3450 Massachusetts Avenue NW, Washington DC, 20392-5420 and Colorado Springs, CO located at 400 O’Malley Ave, Schriever SFB, CO 80912. This announcement will close on 04 March 2026, 12:00 PM Eastern time. Responses may be submitted to Gilbert Dobison who can be reached at email gilbert.k.dobison.civ@us.navy.mil.

    System for Award Management (SAM).  Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://beta.sam.gov/ .  All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.  Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

    The applicable North America Industry Classification System (NAICS) code is 541990 and size standard of $19.5 million. Interested persons may identify their interest and capability to respond to the requirement.  Any information received will be reviewed by NAVSUP FLC Norfolk Contracting Department.  A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.  Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above website.  This office will no longer issue hard copy solicitations.  By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contract from any federal agency.  Failure to do so may represent grounds for refusing to accept the quote.  Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendor for work to be performed outside the United States.  Lack of registration in the CCR database will make a vendor ineligible for award.  Vendors may obtain information on registration and annual confirmation requirement by calling 1-866-606-8220, or via the internet at http://www.sam.gov.
