    Update 9/23: Amendment 0001 has been added to the Attachments section. The amendment extends the due date for proposals to 10/8. The AO is currently working on the Q&A and anticipates that will be released in the coming days. 

    The Administrative Office of the United States Courts (AO) has a mission to support the federal judiciary (judiciary) and the public it serves by providing various services and support functions to the courts and organizations that are part of the judiciary. One of the ways the AO provides support is by providing the judiciary with methods for procuring the needed IT supplies and services they may need. To help provide that support, the AO establishes and administers nationwide blanket purchase agreements (BPAs) that may be used by various judiciary organizations to procure the services they need for their organization.

    For this requirement, the AO's Department of Technology Services (DTS) Systems Development and Support Office (SDSO) is soliciting for an online enterprise training platform. The AO intends to make up to three nationwide BPAs awards. SDSO is targeting a capability with an online enterprise training platform that provides a vast library of readily available, affordable, and up-to-date online courses across a wide range of topics, allowing employees to easily access training to upskill, reskill, and stay current with rapidly evolving technologies and industry practices, all while tailoring their learning to their specific needs and schedules.

    The required training license subscriptions will allow the workforce to intelligently tailor technical content to each individual learner for the purpose of maintaining and upskilling by providing access to a library of courses. Course options will include twenty-two (22) mandatory courses required for the technical Judiciary workforce. In addition to course availability, the enterprise training platform allows the Judiciary workforce to customize a learning path to provide a set of building blocks for describing the tasks, knowledge and skills that are needed to perform specific technical work within their organization. This will also help users learn skills that match a prescribed career progression path that meets or exceeds expectations within their respective current work fields. The specific requirements for the platforms and information on how to submit a proposal in response to this solicitation can be found in the attachments to this posting. Instructions for proposals can be found in section L of the solicitation, USCA25Q0045. 

    It is important to note that procurement within the federal judiciary is not subject to the Federal Acquisition Regulation (FAR), which applies to most Executive Branch agencies. Judiciary procurement policies are the responsibility of the Procurement Management Division (PMD) within the AO and are issued in the Guide to Judiciary Policy (Guide), Volume 14 (Procurement). Offerors or contractors wishing to find the full text of individual provisions or clauses incorporated by reference in judiciary solicitations and contracts are directed to Appendix 1B of Volume 14 that can be found on the US Courts website (www.uscourts.gov).
