Background:
NHTSA has implemented the CAFE program since the mid-1970’s, when Congress enacted EPCA. EPCA established a program to regulate automobile fuel economy and provided for the issuance of average fuel economy standards for passenger cars and separate standards for light trucks. In December 2007, Congress enacted the Energy Independence Security Act (EISA) of 2007, which significantly amended EPCA’s program requirements, granting DOT additional rulemaking authority and requirements. Under the requirements of EISA, DOT (NHTSA) has issued fuel economy and fuel efficiency standards, examples of which can be found on the CAFE website: Corporate Average Fuel Economy (CAFE) | NHTSA (https://www.nhtsa.gov/laws-regulations/corporate-average-fuel-economy).
Objective:
The objective is to provide NHTSA with technical support in preparing an EIS to address the potential environmental impacts of the proposed standards and reasonable alternatives, pursuant to National Environmental Policy Act (NEPA). This environmental document will analyze reasonably foreseeable impacts from the proposed action on the potentially affected environment.
Capabilities:
Please see the attached Draft SOW that provides further details into the requirements needed to support the EIS effort.
