ESSAYONS EMERGENT DRYDOCKING- HOPPER DOOR REPAIRS

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopsis of Proposed Contract Actions."

U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Vigor Marine, LLC. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements.

Contractor shall provide drydock, labor, materials, and equipment to drydock the Dredge Essayons to repair 2 Stbd Hopper Door. Vigor Marine Portland is the only facility that currently has an available drydock. Due to the condition of the hopper door an ocean transit is not recommended as this could cause the complete loss of the damaged door. Vigor Marine -Portland is the only viable option to get the vessel repaired and back on the critical mission in a timely manner to meet the dredging requirements. 

A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 336611. The size standard is 1,300 for the NAICS code defined by the U.S. Small Business Administration.

THIS NOTICE IS NOT A REQUEST FOR QUOTES. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by the response due date an award will be made without further notice.
