The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract to NOVA Electric, a Division of Technology Dynamics, Inc. (Cage Code: 29019), 100 School St., Bergenfield, New Jersey 07621, on a sole source basis for the Evaluation and Repair of its Weapon Power Converters (WPCs) provided as Government Furnished Property (GFP).
The proposed contract action is for commercial services for which the Government intends to negotiate with only one source in accordance with 10 U.S.C. 3204(a)(1) and 41 U.S.C. 1901, as implemented in FAR 13.501(a)(1)(ii).
NUWCDIVNPT has a requirement to procure the Evaluation and Repair of WPCs, provided as GFP. This hardware is used in the Universal Weapon Launcher (UWL) on naval platforms. Repair of these components is required in order to have a sufficient quantity for the impacted naval platforms to remain operable.
The Government anticipates ordering up to seventy-five (75) units of WPCs for evaluation and repair via CLIN 0001. All evaluations and repairs would be ordered within the five-year ordering period.
NOVA is the Original Equipment Manufacturer (OEM) for the WPCs. Attempting to validate another vendor to perform the required tasking would result in millions of dollars in additional costs to cover system downtime, configuration, training, shock testing, and Form-Fit-Function testing. Consequently, no other vendor can repair these WPCs, and no authorized resellers of NOVA products or services exist that can complete this requirement.
The anticipated place of performance is at the contractor’s site in Bergenfield, NJ.
The anticipated award date of this requirement is expected to be on or about 1 May 2026.
This solicitation notice is NOT a request for competitive quotes. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.
