EXPERT SERVICES

The United States Patent and Trademark Office (USPTO), Office of General Counsel (OGC) has a requirement to award a sole source follow-on Purchase Order for Expert Services to Dr. Bruce R. Isaacson to support cases filed under 15 U.S.C. § 1071 (b). Dr. Isaacson is a retained expert in an ongoing matter. He has already submitted an expert report that will need to be continued.  

The USPTO intends to negotiate and award a contract for Expert Services under NAICS Code 541199 – All Other Legal Services to Expert Holdings LLC 10101 Reunion PL, Ste 100, San Antonio, Texas 78216-4165 The contract will include a base year and four option years. The anticipated award date is June 13, 2026.

Dr. Isaacson is the only known, qualified source. For this procurement, the USPTO is exempt from the Competition in Contracting Act (CICA) as the subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A).
