INTENT TO SOLE SOURCE EXPLORANCE

This is a Notice of Intent to award a sole-source contract and is not a request for competitive proposals.  The statutory authority for this sole source procurement is 10 U.S.C. 2304(c) (1) as prescribed by FAR 13.106-1(b).

Mission Installation Contracting Command (MICC) Fort Leavenworth, KS intends to issue a sole source, firm fixed price award to Explorance Inc., Explorance Blue, 1470 Rue Peel Bureau, Suite 500, Montreal, H3A1T1, to provide Blue Survey Software Subscription to the Defense Language Institute at Presidio of Monterey, CA. The NAICS code for this requirement 513210 – Software Publishers (Size Standard $47M) and a PSC of 7A21 - IT and TELECOM - Business Application Software (Perpetual License Software). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within thirteen (13) days of the issuances of this notice will be considered by the government. Interested parties may identify their capability to respond to this requirement. Interested parties must show clear and convincing evidence that competition of this requirement would be advantageous to the Government to garner further consideration by the government. A determination by the government not to compete with this proposed requirement based upon responses to this notice is solely within the discretion of the government. The information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. Written responses to this Notice of Intent to Sole Source shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC Fort Leavenworth will not be responsible for any costs incurred by interested parties in responding to this notice.
