F-16 GROUND INSTRUCTIONAL TRAINING AIRCRAFT RELOCATION

The 17th Contracting Squadron, at Goodfellow AFB, TX is issuing a solicitation for a full-service relocation of an F-16 Ground Instructional Training Aircraft (GITA) from Sheppard AFB, TX to Goodfellow AFB, TX. The relocation is to include disassembly, crating and packing, transporting/shipping and reassembling of the F-16 GITA. The Contractor shall provide all labor, equipment, tools, transportation, supplies, supervision, materials, and incidentals necessary for providing all work as stated in the Statement of Work (SOW).

The delivery period will be sixty (60) days from date of award to completion of performance. All responsible vendors may submit a quote to the 17th Contracting Squadron electronically via email to Amanda Leal, amanda.leal.3@us.af.mil, and 1st Lt Koen Weaver, koen.weaver.1@us.af.mil. A Firm Fixed-Price award will be made to the responsible vendor whose quote conforms to the requirements of the solicitation and is the most advantageous to the Government. Questions and Answer (Q&A) Period: Vendor should submit questions in writing to Amanda Leal, amanda.leal.3@us.af.mil, and 1st Lt Koen Weaver, koen.weaver.1@us.af.mil by 08 August 2025 @ 12:00 PM CDT. Questions received after this date will not receive answers. Answers will be posted to SAM.gov as an amendment no later than 13 August 2025 @ 02:00 PM CDT.

Quote Due Date: The solicitation closes and vendor quotes are due no later than 15 August 2025 @ 12:00 PM CDT. Submit to Amanda Leal, amanda.leal.3@us.af.mil, and 1st Lt Koen Weaver, koen.weaver.1@us.af.mil. Quotes received after this date and time will not be considered for award.

Interested parties are responsible for checking SAM.gov for information, updates, and amendments in regards to any solicitation. Interested parties must be registered in System for Award Management (SAM) and have a Unique Entity Identifer (UEI) number.

Note: Quote submissions must conform to the instructions to quoters and the evaluation criteria outlined in FAR 52.212-2 in Section M - Evaluation Factors for Award contained on page 21 within the solicitation document SF1449 to be considered eligible for award. Vendor quotes will be evaluated in accordance with the criteria outlined in this section of the solicitation. Vendors must also acknowledge receipt of all solicitation amendments.
