    BPMD AT PORTAL REPAIRS-
    SPECIAL NOTICE: THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Bureau of Land Management intends to issue an award to an 8(a) company named North Wind Construction Services, LLC, 1425 Higham St., Idaho Falls, ID 83402. The BLM needs the following work done:
    Improve ingress and egress to the portal mitigating safety hazards associated with the
    portal floor such as tripping hazards and portal drainage system to channel water and
    minimize accumulation.
    Wood lagging in places between Station 1+52 and Station 1+76. In places it is bowed out, with
    several wood lagging pieces missing. While not an immediate safety hazard, a mining contractor
    should be procured to replace missing lagging to ensure continued safe access. Additional minor
    items requiring maintenance replacement of a broken brace at Station 2+53, and replacement of a
    fallen 2- by 12-foot bracing board on the bottom of a timber cap 21 feet from the bulkhead face.
    The existing soft yellow vent bag line is stained and sagging from about Station 1+50 to Station
    2+56, and it has fallen into the mine sludge from Station 2+56 to Station 3+20 (approximately).
    The soft bag line does not appear salvageable beyond Station 2+56 and should be removed. The
    initial portion of the bag line may be salvaged if proper care is taken.
    To perform this work in the tunnel, the BLM also requires modification to the ponds located
    outside of the tunnel where BLM settles any solid materials out of the water that emanates from
    the tunnel, prior to discharging to Cement Creek, the ponds require new liner replacement. BLM
    anticipates sludge/solids, currently in ponds, will be transported by the vendor to, and
    managed at, the Lark repository.
