The F-22 Program Office anticipates establishing a base ordering period on this ID/IQ contract covering calendar years 2028 through 2032 followed by an additional five year ordering period option covering calendar years 2033 through 2037. The long lead deliveries and associated labor are anticipated to last through calendar year 2040. Sources Sought Synopsis (SSS) F22WSPBLSUST3 was posted from 27 June 2024 through 29 July 2024. Results from the SSS did not indicate any source other than P&W could perform the work under this contract at the prime level without the government incurring unacceptable delays and substantial duplication of costs not recoverable through competition. The government anticipates awarding this contract under the authority of FAR 6.302-1,"Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." A Class Justification and Approval (J&A) for using Other Than Full and Open Competition procedures is currently at SAF/ACQ, pending approval to cover this action and other contracting actions prior to starting negotiations. This ID/IQ effort follows the previous SPaRE 2 contract (2018-2027). All responsible sources may submit a capability statement to the Contracting Officer by the date listed in this notice to be considered by the agency. Respondents shall specify status as a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, economically disadvantaged women-owned small business, HUBZone small business, veteran-owned small business, or service-disabled veteran-owned small business. This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP), nor does it restrict the Government to an ultimate acquisition approach. The government will not reimburse any costs associated with preparing or submitting a response to this notice.
