    DESCRIPTION:

    The Defense Logistics Agency Weapons Support – Richmond (DLA WS RIC) issues this Sources Sought for a potential Long-Term Contract (LTC) in coordination with the transition of the management of the F135 Propulsion System Sustainment from the F-35 Joint Program Office (JPO) to DLA.

    The potential contract is anticipated to have a five-year base and a five-year option (10-year total period of performance). The potential contract is anticipated to be a comprehensive sole-source requirements-type contract with ancillary services, issued as a basic contract for holistic F135 Engine support under the terms and conditions of basic agreement SPE4AX-22-D-0001. It will include both consumable and depot-level repairable (DLR) spare parts, as well as ancillary services such as programmatic supply chain forecasting and management.

    The current potential material population for programmatic support currently consists of approximately ~435 DLA-managed common NIINs and approximately ~3,500 non-NSN engine components identified as sole source to the Original Equipment Manufacturer (OEM) for material support. The remaining ~435 items (see attachment) will not be designated as sole source for material support and will likely remain supported through normal routine DLA supply chain channels on independent acquisitions and are only included in this project for the purpose of holistic forecast management. All items will be evaluated on a line-by-line basis. Items identified for competitive sourcing will be removed from the final award population. Additional items may be added in the future in which case amendment(s) may be made to the sources sought notice.

    This Sources Sought notice is issued for information and planning purposes only, does not constitute a solicitation, and shall not be construed as a commitment by the Government. The Government requires that only non-proprietary information be submitted in response to this Sources Sought Notice. The Government shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted. Responses to the Sources Sought will not be returned. The responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Sources Sought. Based on the information received in response to this notice, the Government may change the initial acquisition strategy. However, the Government is under no obligation to award a contract because of this announcement. Responders are solely responsible for all expenses associated with responding to this Sources Sought.

    Purpose: This agency proposes this Sources Sought as a means of conducting market research to determine if other companies are capable of providing any items or programmatic services that have been determined to be sole source to Pratt & Whitney.

    Presently, approximately ~3500 of these items are source controlled to Raytheon Technologies, Pratt & Whitney Military Engines (CAGE codes 52661 &/or 77445). The remaining ~435 items are not sole source to Pratt & Whitney and will be considered for this effort for ancillary programmatic/forecasting support (only) and possible “backup” emergency material support yet to be determined.

    Objective: The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Other interested parties may identify their interest and capability to comprehensively support the objectives by responding to this notice.

    The proposed sole-source LTC letter solicitation and resulting potential award of a sole-source contract will be issued to Raytheon Technologies Corporation, Pratt & Whitney Military Engines, CAGEs 52661/77445. Other interested parties may identify their interest and capability to respond to the requirement as described below. All responses received by the notice response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.

    2. Experience on efforts that are similar in nature and scope (Major 5th-Gen Propulsion Sustainment).
    3. Their specific experience with F135 Engine spare parts and non-provisioned material.
    4. Their level of access to the proprietary engineering and logistics data, specifically for the ~3,500 non-provisioned items.
    5. Their transition and implementation actions and timeframes to successfully execute the anticipated requirements of this acquisition in a rapid manner.
    6. Willingness to provide long-term pricing and Certified Cost or Pricing Data in accordance with the Truthful Cost or Pricing Data statute (10 U.S.C. Chapter 271 and 41 U.S.C. Chapter 35), as implemented by FAR Subpart 15.4, for the full term of the potential contract.
