IMPORTANT NOTICE TO CONTRACTORS: PLEASE READ THE FULL SOLICITATION CAREFULLY AND FOLLOW INSTRUCTIONS ACCORDINGLY FOR PROPOSAL PREPARATION AND SUBMISSION. 

This is a Request for Proposal (RFP) for Custodial Services for the 16th Air Force at Joint Base San Antonio (JBSA), Lackland, TX. A Top Secret Facility Clearance is required to perform these services! The requirement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) only. Interested vendors shall refer to each attachment for additional details and Addendum to FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services within the attached Solicitation FA301625R0035, for specific Proposal Preparation and Format Instructions.

A site visit will be held on Tuesday, 29 July 2025 at JBSA Lackland, TX. Specific information regarding the site visit can be found in the attached Solicitation FA301625R0035, under Addendum to FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services. If planning to attend, please submit requests timely with all requested information via email NOT LATER THAN Monday, 21 July 2025, at 11:00 a.m. CDT.

Description of Services Overview per the Performance Work Statement (PWS):

The contractor shall provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed for the 16th Air Force at Joint Base San Antonio (JBSA) Lackland, including the Lackland Training Annex and Kelly Annex, in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. The contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms identified in Appendices A, B and E, to meet the requirements of this Performance Work Statement (PWS) and the Service Summary (SS). Maximum cleaning frequencies are established in Appendix A, Air Force Common Output Levels of Service (AFCOLS) 3 Standards and Appendix E, Air Force Common Output Levels of Service (AFCOLS) 1 Standards. Facility cleaning levels and estimated square footages are established in Appendix B, Estimated Square Footages and Cleaning Level. Facility drawings of areas cleaned are established in Appendix C, Floor Plans and Maps. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force (HAF) standards, instructions, and commercial practices.
