Dear Prospective Offeror:

Subject: Request for Quotation number 19RP3825Q0085, Fabrication Services and Installation of Security Grilles and Solid Core Doors at Diplomatic Residences

Enclosed is a Request for Quotations (RFQ) for Fabrication Services and Installation of Security Grilles and Solid Core Doors at Diplomatic Residences . If you would like to submit a quotation, follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1442 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a mandatory site inspection and pre-quotation conference on June 23, 2025; 9:00 am (Philippine local time) at the U. S. Embassy Manila, Seafront Compound.  Prospective offerors/quoters should contact ManilaContracting@state.gov to facilitate preparation of access clearance. Please submit name/s representatives (limit to two) no later than June 18, 2025; 12:00 noon. Access to U.S. Government properties will not be permitted without prior clearance. The site visit is mandatory. Acceptance of any offer is contingent upon compulsory attendance of the site visit. Failure to attend the site visit will result in proposal rejection.

Submit any questions you may have concerning the solicitation documents in writing to ManilaContracting@state.gov on or before 25 June  2025; 4:00 pm (Philippine local time).

Quotations are due by 7 July 2025; 4:00 pm (Philippine local time). No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.

Your quotation must be submitted electronically to ManilaContracting@state.gov.  It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 10MB. If the file size should exceed the 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.

In order for a quotation to be considered, you must also complete and submit the following:

2. Section B Prices

3. Section K Representations and Certifications and Other Statements of Offerors or Quoters

4. Additional information as required in Section L

5. Proof of SAM Registration

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
