    In all or portions of: T18S R 29E, T18S R30E, T18S R31E, T19S R29E, T19S R30E, T19S R31E, T20S R28E, T20S R29E, T20S R30E, T20S R31E, T21S R29E, T18 S R 28E, T 19S R28E, T 20 S R28E, Grant and Harney Counties near towns of Hines, Burns, Izee, Seneca, John Day.

    Description of Work

    The objectives of this project are to reduce or eliminate safety hazards to the road systems within the Falls Fire perimeter. Providing public safety to the road system is the primary goal of this project.

    1. Fall fire damaged or killed trees within 150 feet of road shoulder.
    2. Cut, Skid, Process and Deck. Within 150 Feet of the road shoulder All fire killed or significantly fire damaged trees 10” DBH and up are to be cut, skid, processed and decked on the roadside.
      1. All trees meeting these specifications will be processed and decked in a safe manner
        in a location approved by the COR.
    3. Fall all fire damaged or killed trees 7” to 9.9” DBH within 150 feet of the shoulder of the road and leave in place.
    4. Operator created logging slash will be piled in whole tree operations and left in place in cut to length operations.
    5. Roadside areas inaccessible to mechanical operations due to terrain or ground conditions will be felled 7” dbh and larger. Trees that can be removed without resource damage may be directionally felled to the road and removed. All trees felled to be left on site will be contour felled in a manner to minimize or mitigate rollout to the road.

    All Contractors must have an active registration in SAM (System for Award Management) at https://sam.gov/content/entity-information by the proposal due date to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service – you do not need to pay to register in this system. If your registration is not active, you will not be considered for award. Procurement Technical Assistance Center (PTAC) offers resources that are available free of charge at www.aptac-us.org/find-a-ptac/ in order to assist with both SAM registration and in proposal submission.

    Pre-bid Site Visit Date and Time:

     The Forest will hold a pre-bid site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on Tuesday, July 15, 2025, at 9:00 a.m. PDT with a meeting location at Emigrant Creek Ranger District – Parking Lot, 265 Hwy 20 South, Hines, OR, 97738.
