    Description

    The United States Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA), Contracting and Procurement Office (CPO) intends to  enter into a contract on a basis of other than full and open competition with Lexis Nexis (RELX,Inc) on behalf of the DCSA Office of General Counsel (OGC). The statutory permitting other than  full and open competition will be in accordance wi1 (IAW) the procedures in the Federal Acquisition  Regulation (FAR) 13.S0l(a (ii). The attorneys in DCSA's Office of General Counsel (DCSA-OGC) have a requirement for readily  requires ready and reliable online access to legal reference material, public record information,  and full-text search capability for worldwide business intelligence and general journalism  publications, as well as online access to curated public record informatio1 regarding persons,  including their location, assets, associations, for legal discovery and personnel security  purposes. Specifically, the reference materials must include access to the following: a. Legal reference material, public record information, and full-text seard capability for  worldwide business intelligence and general journalism publications. b. Extensive online access to legal databases including federal and state case law, statutes,  regulations, administrative codes, legal encyclopedias treaties, law reviews, and journals; c. Citation service, which allows users to check the validity of their research; d. Document analysis tools to help identify relevant legal authorities and insights. e. Curated public record information regarding persons, including their location, assets, associations, for legal discovery and personnel security purposes. Only one online database and publishing company, RELX,Inc, provides all of the federal legal reference materials, online access and resources needed by DCSA-OGC. Lexis  Nexis Access and Accurint online access is only available through RELX,Inc.
