FINE ART & DESIGN PRICE DATABASE

The Internal Revenue Service (IRS) intends to award a sole source purchase order to Artnet Worldwide Corporation., 263 9th Ave Apt 8A New York, New York 10001-6607 for access its fine art sales database which reviews the fair market values of works of art and cultural property in cases under examination and administers the Commissioner’s Art Advisory Panel. A purchase order will be issued for a period of 12 months. Due to the uniqueness of this requirement, no other Fine Art & Design Price Database and Decorative Art Price Database is acceptable. This announcement constitutes the only solicitation. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority FAR 13.106-1(b). This service is being solicited and awarded as a commercial service in accordance with FAR Part 12.  Justification: The Art Appraisal Service team at the IRS consists of art appraisers with backgrounds in art history and appraise fine art, decorative art. The Art Appraisal Service team utilizes Artnet as a resource daily, which provides access to data pertaining to images of fine art, sales records results, and records of worldwide artists.  The database provides refined raisonné search categories, isolation of comparable works of art by year of creation and provides market surveys.
