The Defense Health Agency (DHA) intends to procure Fingerprinting Services. The requirement will be solicited under Full and Open Competition. The Government anticipates the award of a single firm fixed-price contract for a period of twelve months plus four twelve-month option periods, with the option to extend up to an additional six months.
This is a non-personal service contract to provide for the collection and submission of both electronic and hard copy fingerprints, with successful submission to the Defense Counterintelligence and Security Agency (DCSA) Secure Web Fingerprint Transmission (SWFT) system, as well as ink or hard card fingerprints on various fingerprint cards. The work shall be performed at any/all current or future vendor fingerprint collection sites. Contractor shall have a presence within each of the 50 United States, Guam, Puerto Rico and United States Virgin Islands.
Fees cover the collection of one set of fingerprints. Electronic collection will include the option to transmit prints to DCSA Hard copy collection. The Contractor will provided cards and mail completed cards to the address associated with the applicable DHA Submitting Office Number.
The NAICS for this requirement is 561611-Investigation and Personal Background Check Services, with a size standard of $25 Million. This notice is provided in accordance with FAR Subpart 5.201 and FAR 5.204 for the purposes of publicizing this proposed action and not to be considered a request for quote. All responsible businesses may submit a quote for consideration in response to the final Request For Quote (RFQ) when it is solicited.
It is anticipated that the RFQ will be posted under solicitation number HT001126QE014 and issued for a minimum of 30 days. Once the RFQ is issued it is imperative to review sam.gov frequently for any amendments. In order to be considered for award, prospective offerors must registration in the System for Award Management (SAM) and obtain a Commercial and Government Entity (CAGE) code prior to any award being made. Paper copies of the RFQ will not be physically issued and telephone and faxed requests for the RFQ will not be accepted.
The Government will not accept or respond to any questions in response to this pre-solicitation notice, including questions received via email and/or telephone. A period for questions will be provided once the RFQ is issued, with responses provided via an amendment to the RFQ.
