    Fisher Lane Conference Center Maintenance and Support

    The National Institute of Allergy and Infectious Diseases (NIAID) Operations and Engineering Branch (OEB) of the Office of Cyber Infrastructure and Computational Biology (OCICB) intends to negotiate on an other than full and open competition basis with the RCI Systems, 10721 Hanna Street, Beltsville, MD 20705 to obtain maintenance and support of the audiovisual (AV) equipment and provide on call field engineering and emergency materials and repairs in support of AV-related meeting operations. RCI Systems installed the original systems which run throughout the building and interconnect to all conference rooms.  RCI has propriety knowledge of the systems and software and no other vendor could perform the post warranty support, including emergency response, rental / loaner equipment, and expedited equipment repairs / replacements, is essential to minimize downtime and ensure a fully functioning audiovisual (AV) system.

    The Fishers Lane Conference Center has become an important resource for the NIAID community. As NIAID staff return to the office, usage of the conference center will continue to increase, and the need for uninterrupted operations is crucial in this facility. This order is intended to provide on-call field engineering and emergency materials/repairs in support of AV-related meeting operations. Having a support contract in place so that the high standards of the center can be maintained without interruptions or cancelations is essential to continued operations as AV equipment ages and the potential for failures increases. Without such a contractual arrangement the OCICB-AV team may not be able to quickly provide replacement/rental equipment if a system failure occurs.

    Place of Performance will be at 5601 Fishers Lane, Rockville Maryland 20852 and the period of Performance shall be for twelve (12) months.

    The subject vendor will furnish preventative maintenance, service, and material and parts on specific equipment listed in the Bill of Materials (BOM) for 12 months. 

    • Preventive Maintenance tune-ups,
    • Priority Telephone Response - immediate or called back within two (2) hours
    • Priority Standard Service calls - within forty-eight (48) hours (but not earlier than 24 hours)
    • Priority Emergency Service calls - within six (6) hours
    • Preferred Service Rates
    • Upgrade equipment and spares as requested
    • If repairs cannot be completed, vendor will make best effort to ensure a working system and provide similar replacement equipment on a short-term rental basis.
    • Preventative Maintenance (PM) - Visual and audible evaluation of the AV system to determine the functionality of individual pieces of equipment and the ability of those pieces to function as a system.  Includes minor adjustments, cleaning, minor repairs and parts as defined herein, within the time allotted for the PM visit. A service record will be provided following each visit, indicating which equipment is operational and within manufacturers’ recommendations.  Any equipment not operational or operating outside manufacturers’ specifications will be listed for repair or replacement.

    The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
