    Combined Synopsis/Solicitation:  Flight Test Vehicle Concept Study for Making Advancements in Commercial Hypersonics (MACH)

    This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

    This requirement is limited to domestic sources. Proposals from foreign sources will not be accepted.

    This notice is being issued as a Request for Proposal (RFP) under solicitation number 80AFRC25R0006. NASA’s Armstrong Flight Research Center (AFRC) seeks commercial providers currently engaged in hypersonic flight testing to perform a Flight Test Vehicle Concept Study in support of NASA’s Making Advancements in Commercial Hypersonics (MACH) program.

    The goal is to explore innovative concepts and provide a detailed report addressing potential solutions and advancements. Offeror’s must submit a firm-fixed-price (FFP) proposal based on the requirements detailed in the attached Statement of Objectives (Attachment A). Offerors must demonstrate expertise in hypersonic flight testing and related fields.

    Industry Day Announcement. An Industry Day will be held to provide prospective offerors with an opportunity to gain a better understanding of the requirement, engage with government representatives, and ask relevant questions.

    Interested parties are encouraged to attend. To register, please submit your company name, point of contact information, and the names of attendees via email to Bernard Cenidoza at bernard.c.cenidoza@nasa.gov, no later than Friday, April 18, 2025.  Details, including the agenda will be provided upon confirmation of registration.

    Additionally, interested parties are encouraged to submit any questions in advance for the Industry Day via email to Bernard Cenidoza at bernard.c.cenidoza@nasa.gov, no later than Tuesday, April 15, 2025.  Participation in the Industry Day is voluntary and not a prerequisite for submitting a proposal. No proposals or offers will be accepted during the Industry Day event.

    The provisions and clauses in the RFP are those in effect through FAC 2025-03 and can be found at: https://www.acquisition.gov/browse/index/far. The NAICS Code and Size Standard are 541715 and 1,000 employees respectively. The offeror shall state in their offer their size status for this acquisition.
