    Pursuant to FAR 5.2, this notice serves as a synopsis of a proposed contract action announcement of the Air Force Installation Contracting Center, 338 Enterprise Sourcing Squadron, International Training Flight (AFICC 338 ESS/PKBB) at Joint Base San Antonio – Randolph, TX (JBSA-Randolph) intent to utilize FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services procedures to award a sole source Indefinite Delivery – Indefinite Quantity (IDIQ) contract to General Atomics – Aeronautical Systems, Inc. 14200 Kirkham Way, Poway, CA 92064 for the provision of Foreign Military Sales - International MQ-9A Continental United States (CONUS) Launch and Recovery Training service at a Contractor Owned Contractor Operated (COCO) facility. The anticipated ordering period is 1 Oct 2025 to 30 Sep 2030. The justification for this sole source procurement is based on: Unique Capabilities: GA-ASI possesses unique capabilities, expertise, and/or resources to fulfill the requirement. Specifically, GA-ASI’s COCO facilities provide Launch and Recovery (L&R) training using their own MQ-9A aircraft, ground control stations, and synthetic trainers. This eliminates the need for USG/PNAF equipment, which is not available for this requirement. Their ability to independently provide all necessary equipment and facilities ensures seamless training delivery and operational readiness matching the recently divested USAF L&R training capability. THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. However, interested parties who believe they can fulfill this requirement may, in response to this notice, submit a capability statement demonstrating their ability to provide an equivalent service. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
