The North American Industrial Classification System code is 236220, which has a size standard of $45 million. The magnitude of construction is between $25,000,000.00 and $100,000,000.00. The solicitation is anticipated to be issued on or around 19 June 2024 via traditional Design-Bid-Build Process. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in September 2024. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/SAM/. No state level certifications will be accepted. PROJECT INFORMATION: Project includes construction of improvements to the installation railyard located at Fort Bliss, Texas. The project includes extending and connecting dead-end tracks to the Yard Lead, adding North Rail access to Union Pacific Track, the addition of loading spurs with concrete aprons, and a field latrine and troop shelters for use during times of continuous deployment and redeployment operations. Project also includes building information systems, fire alarm systems, cybersecurity measures, Energy Monitoring Control Systems (EMCS) connection, and sustainability and energy enhancement measures. Supporting facilities include utility (electric, water, sewer, and gas) connections, exterior lighting, paving, parking, storm drainage, landscaping, site improvements, information systems, and removal of fencing, gates, and existing rail.
