FRAC TANK RENTAL

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing a request for quote (RFQ) for a Firm-Fixed Price contract for the delivery, rental, and pick-up of a maximum of two (2) frac tanks with a few poly tanks, as needed, to hold a minimum capacity of 45,000 gallons of temporary seawater in accordance with the Performance Work Statement.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 532490 - Other Commercial and Industry Machinery and Equipment Rental and Leasing. The Product Service Code is W046 - Lease or Rental of Equipment - Water purification and Sewage Treatment Equipment.

This requirement is a 100% small business set aside.

The tentaive Period of Performance is 03 November - 09 July 2026

Please note the following:

• Quote is due no later than 27 October 2025 08:00 AM HST.
• Quote must be sent via email to both the primary and secondary points of contact (POC).
• All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date.
• Section L - Instructions, Conditions, & Notices to Offerors or Quoters must be completed upon sumbmission.
• All quotation submissions need to include completion of FAR 52.212-3
• All questions regarding solicitation shall be submitted in writing via email to the listed POCs. Questions are due by 23 October 2025 08:00 AM HST.
• The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2025-06, DFARS 01/17/2025, and NMCARS 18-25.
• As part of the price quote package, the Offeror shall submit a completed SF 1449, including Block 17a (page 1) and CLIN information for items 0001, 0002, and 0003. Submission of a signed offer to the Government constitutes agreement with and acceptance of all solicited terms and conditions.
• The Government may revise the solicitation at any time by means of an Amendment. It is an offeror’s responsibility to ensure it is accessing the Government Point of Entry (GPE) website,  https://sam.gov/, to view potential amendments and procurement notifications for this solicitation
• The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any cost.
