The statutory authority permitting other than full and open competition is FAR 13.106-1(b)(1) purchases not exceeding the simplified acquisition threshold may be solicited from one source. The Kentucky Army National Guard intends to award a firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1) to Camp Loucon - Loucon Training and Retreat Center.
