    PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to offerors, and the evaluation factors/basis for award. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. PLANNED SOLICITATION: The final Solicitation for this project will be announced anytime between 15 and 30 days after the posting of this pre-solicitation.The contract type will be firm-fixed-price. DESCRIPTION OF WORK: Project Title: FY24 Myrtle Beach Emergency Renourishment The work consists of placing approximately 600,000 cubic yards of dredged material on North Myrtle Beach (Reach 1), 850,000 cubic yards on Myrtle Beach (Reach 2), and 600,000 cubic yards on Garden City/Surfside Beach (Reach 3). Suitable borrow material will be dredged from three (3) offshore borrow areas. The work includes before and after surveys of the beach areas and monitoring structures adjacent to Myrtle Beach during construction. The work includes dune fencing and signage work. The work includes complying with the requirements of the Endangered Species Act and Marine Mammals Protection Act. NOTE: In accordance with Executive Order 14063, a Project Labor Agreement (PLA) will be required for the subject requirement. In accordance with FAR clause 52.222.34, the Offeror who submitted the lowest priced bid we be required to submit a PLA. MAGNITUDE OF WORK: $25,000,000 TO $100,000,000 North American Industry Classification System (NAICS) Code: 237990 Other Heavy and Civil Engineering Construction with an SBA Small Business Size of $37,000,000. The contractor must be registered in WWW.SAM.GOV prior to award of the solicitation.
