    Description

    The Bureau of Prisons (BOP), Federal Correctional Institution (FCI) Phoenix located at 37900 N 45th Avenue, intends to procure services for the inspection, cleaning and certifying of the fire detection system in according with National Fire Protection Association (NFPA) 72 and RFO FAR 12. 201-1(c)(2).

    The services provided will be consistent with industry standards and policies required by the NFPA and the BOP. The services will be monitored by a representative of the FCI Phoenix Facilities department. The performance of these services will also be verified by the Contracting Officer Representative (COR). Services provided will be under NAICS Code 561621 – Security Systems Services (except Locksmiths).
     

     Fire Detection System:

    Contractor will have ten (10) business days (excluding Federal Holidays) to inspect and test 100% of the entire fire detection system. Contractor will clean 20% of the initiating devices (this 20% will be the devices identified by the Contractor as being the closest to detection status), additionally any device that requires a lift or located in difficult spaces will not be excluded from the cleaning. Contractor will test the entire fire detection system as required by the most current edition of NFPA - National Fire Detection Code, and Federal Bureau of Prison policies (Program Statement 4200.12).

    Annual testing of fire detection system will include but not limited to: tests of the control panel equipment, functional tests of audible and visual signaling devices and initiating appliances, such as smoke/heat/duct detectors, manual pull stations, water-flow and tamper switches. Contractor will provide a quote for identified deficiencies; if necessary repair is deemed agreeable to the Government, identified deficiencies can be corrected at the time of inspection.

    The fire detection system is manufactured by Notifier. It is a fiber networked starting with an ONYXWorks and then to 20 NFS-320 locations,1 NFS2-640 location and 2 NCA’s. At least one technician must be certified on Notifier and ONYXWorks.

    The ONYXWorks will be updated to show the correct location of devices, description of devices and any other changes deemed necessary by the government. Any changes made at any of the NFS-320s, NFS2-640 and the 2 NCAs must be uploaded to the ONYXWorks to include the description of a device and its location and changing one device type to a different device type.

    Fire Suppression System:

    Fire suppression inspection, per NFPA 25, will include, but not limited to fire sprinklers, fire pump, piping, risers, fire hydrants, water gongs, PIV, FDC. Contractor will provide a quote for identified deficiencies; if necessary, repair is deemed agreeable to the Government, identified deficiencies can be corrected at the time of inspection.

    This presolicitations notice is not a request for quote or solicitation. Quotes will be solicited directly from vendors via email, in accordance with RFO 12.201-1(c)(2).
