FY26 ST. JOSEPH & HOLLAN HARBOR OUTER MAINTENANCE DREDGING

THIS IS A SOURCE SOUGHT NOTICE FOR MARKET RESEARCH ONLY - This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice.  No Solicitation, Specification, or Plans/Drawing are available for this notice.

This Source Sought Notice to determine the capabilities of both Small and Large business firms.  Small firms inserted in performing this work are strongly urged to respond to the Notice.  Two or more small firms capable of performing this work will help to guide the acquisition strategy and influence potential set-aside.  Responses to this Source Sought Notice will be used by the Government to make appropriate acquisition decisions.  This NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and is for market research purposes only. 

No basis for claim against the Government shall arises as a result of a response to this Source Sought Notice.  The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. 

Project Description:

The U.S. Army Corps of Engineers, Detroit District is seeking information on potential sources that have the capability to provide maintenance and dredging services to St. Joseph (Outer) Harbor, located in Berrien County, Michigan and Holland (Outer) Harbor, located in Ottawa County, Michigan.  Contractor is expected to Mobilize dredge to both St. Joseph and Holland (Outer) Harbors.  Contractor is expected to Mobilize dredge to both St. Joseph and Holland (Outer) Harbors. 

St. Joseph Outer Dredge will take place within the stationing: -25+00 to - 14+00. Nearshore Placement the in the 8'-12' contour.

Holand Outer Dredge will take place within the stationing: -14+00 to -8+50, Nearshore placement the in the 8'-12' contour. Demobilized when dredging work at both harbors is completed.

If you desire to participate in the market research, please complete the attached Source Sought Survey and return to the primary point of contact listed below.  Failure to provide a complete response may result in the government being unable to adequately assess your capabilities.  Any information submitted by respondents to this Sources Sought Synopsis is voluntary.  As stipulated in Federal Acquisition Regulation 15.201, response to this notice are not offers and cannot be accepted by the Government to form a binding contract.  Any information submitted by respondents to this Sources Sought Synopsis is voluntary and will not be returned.  The government will not reimburse any costs incurred or associated with the submission of information in response to this notice.  the decision to solicit for a contract shall be solely with the Government's discretion.

Additional company capability information is welcome.  Your company's responses is limited to 25 pages.  All attachment must be provided in either Microsoft Word, excel, or Adobe Acrobat PDF format.  Attachment with files ending in "zip" or "exe" are not allowable and files will be stripped and deleted from any emails.  Please send responses by no later than 2:00 PM EST  on 2 September 2025.  PLEASE REFERENCE "SOURGHT SOUGHT: FY26 ST.
