The justification for this noncompetitive solicitation is due to Daily Planet being able to provide temporary housing and transitional services to Veterans with severe mental illness. Market research has determined that this service is only available from a single source within the Richmond VAMC 20-minute commuting area. The Government intends to award the contract with an effective date of 1 April 2026 to Daily Planet Inc. 517 W Grace Street Richmond VA, 23220. However, interested parties may identify their skill and ability by sending capability statements about this requirement to the contracting Officer within three (3) calendar days of this publication by contacting Gordon Burns via e-mail gordon.burns@va.gov. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned.
