    BACKGROUND

    This is a notice to request information from industry to help the U.S. Department of Commerce, National Institute of Standards and Technology (NIST) determine the availability and capability of small businesses and other than small businesses to provide Construction Services for Laboratory and Administrative Space at its Gaithersburg, Maryland campus.

    This notice is strictly to request information for market research purposes to help NIST determine the appropriate acquisition strategy for this requirement. This notice shall not be construed as a solicitation, an obligation, or commitment by the NIST.

    OVERVIEW

    NIST is seeking capability statements from interested small business construction contractors and other than small businesses to provide Construction Services for Laboratory and Administrative Space at its Gaithersburg, Maryland campus. See attached draft Statement of Work (SOW).

    Please note: This is not a design-build procurement. All design-related services will be performed by others. Respondents must have demonstrated construction capabilities only.

    This notice is issued to determine the availability and capability of qualified small business concerns and other than small businesses that meet the following specific requirements and qualifications:

    Required Experience (within the past 72 months):

    A. Demonstrated experience in the construction or renovation of operational research laboratories with complex infrastructure requirements (e.g., specialized ventilation, containment systems, cleanrooms, or instrumentation).
     

    Note: Experience limited to general-purpose instructional or high school laboratories will be considered less relevant unless it included components aligned with operational research standards.

    B. Demonstrated capability in constructing laboratory infrastructure, including but not limited to:

    • Laboratory casework (cabinets, countertops)
    • Lab service systems: vacuum, natural gas, compressed air, chilled water, steam, and cold water
    • Integration and connection of laboratory equipment, fume hoods, and lab exhaust systems

    C. Demonstrated experience in performing general construction in a campus setting, including:

    • Roofing
    • Office construction
    • Paving
    • Concrete work
    • Associated mechanical, electrical, and site utility infrastructure

    ANTICIPATED PERIOD OF PERFORMANCE

    NIST intends to conduct a competitive acquisition that consists of a base period of one year, four 1-year options and the ability of a 6-month extension in accordance with FAR clause 52.217-8, Option to Extend Services.

    NIST invites industry sources to review this notice carefully and to familiarize themselves with the draft SOW.  Thereafter, by the closing date of this notice, NIST encourages those sources to submit responses to guzel.gufranova@nist.gov, with a copy to teresa.harris@nist.gov. Do not include proprietary, classified, confidential, or sensitive information in a response to this notice.

    1. Contracting Role: Please specify whether your firm intends to participate as a prime contractor or a subcontractor.
    2. Provide any suggestions for NIST to consider for the draft SOW, with the goal of  improving the draft SOW in a way that makes it more clear and as competitive as possible.

    1. Provide any suggested evaluation factors for award that your company believes would be meaningful for NIST to consider using for the forthcoming competitive acquisition.

    1. Technical Capabilities: Please submit the description of the contractor’s ability to meet the construction requirements listed above under “Required Experience” section

    1. Relevant Project Experience: Provide up to three (3) relevant past performance examples including Owner name and the current phone number and demonstrating successful completion of projects similar in scope and magnitude, specifically addressing the three categories listed above (A, B, and C).
      • Projects must have had a value exceeding $75,000.
      • Laboratory renovation projects must have involved at least 2,500 square feet (SF) of lab space.
    2. Subcontracting Compliance: If your company is a small business for the NAICS code included in this notice, indicate whether your company can comply with FAR clause 52.219-14, Limitations on Subcontracting (OCT 2022), if this acquisition were to be conducted as a total small business set-aside and provide supporting explanation.     1. Existing Contract Vehicles: Indicate whether your company has a GSA Multiple Award Schedule contract or other federal contract under which NIST would be authorized to place an order., if so, provide a copy of that contract (including contract number, name and contact information for contracting officer, contract SOW, contract terms and conditions and contract prices).

    NIST reserves the right to follow up on a one-on-one basis with respondents to request additional information or clarifications about information submitted.

    Teaming Arrangements

    Firms seeking to respond to this notice as part of a team must include the above-requested information for each entity.
